Which of the following most accurately describes the problem?

THE Road Transport Industry Training Board has a "very central and crucial role to play" in any integrated and co-ordinated transport policy. So said Mr Leslie Huckfield, MP, when he addressed an RTITB conference at Ascot last weekend. Mr Huckfield, architect of a Labour Party transport policy document, was describing the Board's role in future road transport strategy.

In future total transport policies the Board could come a "veritable meet point for men's minds," s Mr Huckfield. He maintair that transport men wonl better when they w trained.

The National Transp Authority idea proposed in document would need an ov all manpower policy, he SE and it would be useful if Board could make a start producing this.
