Which of the following most accurately describes the problem?

ROAD HAULIERS have been discriminated against unfairly by being required to meet strict environmental controls on their operating centres, a Road Haulage Association spokesman commented in response to the Transport Bill.

He said that hauliers were 'as sensitive as anyone else" to the problems of operators using unsuitable premises, but suggested that they were being picked out when other industrial activities such as power generation, coal mining, hospitals, and schools were not specified in the Bill for similar controls.

"It looks unfair that we are being picked out again," he added.
