Which of the following most accurately describes the problem?

A PROPOSAL by the Department of the Environment to introduce a system of operator licensing to replace the present psv system has been given the thumbs down by the Confederation of British Road Passenger Transport.

In the DoE plan circulated to the industry for comment, it was suggested that a fiveyear psv 0-licence would be issued to operators who were of "good repute, financial standing and had reached a minimum standard of professional competence."

The Confederation seems in favour of a system of transport managers' licensing— and sees the DoE plan as an attempt to give operators a qualifying piece of paper, the 0-licence to satisfy the EEC regulations.
