Which of the following most accurately describes the problem?

• The Department of Transport has delayed the introduction of minimum-weight test vehicles from April 1991 to 1994 to give truck driving schools time to phase out old vehicles (CM 30 August-4 September).

But EP Training of Esher is angered by the three-year delay before rigids used for driver tests will have to be 11tonners or above, and artics or drawbar units will have to be at least 21-tonners — all capable of 80km/h (50mph). "At least with 21-tonners people will be tested on vehicles relative to vehicles they will drive in their jobs," says EPT's director Eddie Pargeter. He has already replaced two of his six vehicles with 24-tonners.

However, Road Transport Associates of London is pleased that it will be given more time to phase out three of its eight vehicles.
