Drivers holding the fake licences were found to be mainly from Sardinia and the southern regions of Italy who had failed their tests on home ground. The false licences were issued on the strength of pass certificates awarded by what have been described as "unscrupulous examiners" in the Milan district.

Police have evidence that in certain cases the bearer of the licence was nowhere near the test area on the day in question, or in Milan long enough to take a course of lessons.

To be tested in the Milan area the applicants produced documents, subsequently found to be false, stating reasons why they could not take the test in their own area. So far the police have confiscated some 300 of the fake licences but there is concern about other unqualified holders who are currently driving 40-tonne trucks or coachloads of passengers around Italy's already accidentprone motorway system. by CM correspondent
