Which of the following most accurately describes the problem?

THE PROVISION of more and better roads is of vital importance to the future of Wales, and road building and improvement constitutes an investment in both the environment and industry and has to be exempted from future Government cuts.

These claims were made by chairman of the South Wales division of the Freight Transport Association Jack Sharp. Addressing the division's annual luncheon last week he said that when the time for an upturn in the Welsh economy came, the roads network has to be in a position to cope.

Mr Sharp said that while roads themselves may not create extra industry or jobs, without them Wales stands no chance of getting, and keeping, its share of industry and employment.
