Authority, Mr. W. F. Quin, granted to Hugh Clelland, Chryston, a variation of an A licence by adding four articulated units and three trailers for the transportation of steel in 40-ft. lengths within central Scotland, the Midlands and Northern England. C-to-B Switch Granted: The Scottish deputy Licensing Authority, Mr. A. B. Two on B Licence Granted: The Northern L.A., Mr. J. A. T. Hanlon, has granted an application by Security Express Ltd., to operate two vans to be hired and operated under B licence from Gateshead. The company made a special submission not to have the registration of the vehicles specified in the licence, and after considerable legal argument by Mr. I. Robey for the company, Mr. Hanlon acceeded to the request, provided the drivers' records were made immediately available to enforcement officers at their request.

Views on Quotas: Present bilateral licence quotas between member countries of the E.E.C. should be retained and progressively enlarged as trade increases and the proposed E.E.C. Community quota for international transport should be additional to these bilateral quotas and should be limited and merely transitional, says the Economic and Social Committee of Benelux. The Committee also says that the allocation of quota percentages between the Six should be based on the volume of goods traffic between member States, the actual part played by each State in international road traffic and the distance of the transport hauls.
