Which of the following most accurately describes the problem?

• Objections by Norwich City Council to new bus services introduced on Sunday July 11 will be heard at a public sitting of the Eastern Traffic Commissioners in Norwich next Wednesday (August 18). Eastern Counties Omnibus Co Ltd decided to revise services using the Norwich ring road and obtained a short term 56-day licence to introduce the new services.

Eastern Counties had suggested that if money could be saved by not having to attend a sitting to hear objections, some fares could be cut. The licensing committee recommended the council to approve the revised services but it decided by 50 votes to six to oppose them and asked the Commissioners to withdraw the 56-day licence.

One city councillor, Mr Fred Self, has accused Eastern Counties of bringing in the new services without fully consulting commerce and industry about the effects. Many city services have been withdrawn.
