Which of the following most accurately describes the problem?

• Mr Robert Carr, Employment Secretary, has reconstituted the Distributive Industry Training Board for a further three years from August 5 1971. This is the Board's second term of office.

Mr Carr has reappointed Mr G. A. Spencer as chairman, and Mr A. F. Dawson as deputy chairman. He has also named 22 other members. These include three new employer members, Mr A. G. Cairns (director, Scottish Co-Op), Mr D. J. Rowlands (Littlewoods Mail Order Stores Ltd) and Col C. T. Wells (man. director, Empire Stores (Bradford) Ltd) and two new educational members, Mr G. R. Potter and Mr P. G. Thomas.

The D1TB's third levy Order became effective as from August 5. It fixes the new levy at 0.7 per cent of a firm's payroll in the year ended April 5, 1971. Firms with a payroll of below £6000 are exempt and in all cases the first £3000 of payroll is discounted in calculating levy.
