Which of the following most accurately describes the problem?

iiyiE regret to announce the death of vy Sir HENRY PIG00117, KT., 'C.B. C.B.E., Metropolitan Deputy Licensing Authority, at the age of 79. He had been ill for a short time and died last Saturday.

Sir Henry joined the Ministry of Transport in 1920 and was deputy secretary when, in 1934, he was appointed chairman of the South-eastern Traffic Commissioners and Licensing Authority for the South-eastern Area. He held these appointments until 1939, when he became Regional Transport Commissioner for the Southern Region. He occupied that post until 1946, when he became Metropolitan Licensing Authority. In the following year he went into partial retirement and had since 1947 functioned as Deputy Licensing Authority. His knowledge of the Road Traffic Act and of the intricacies of road passenger transport was encyclopaedic, and his keen shafts of wit were enjoyed by all who attended the inquiries over which he presided.
