Which of the following most accurately describes the problem?

ANOTHER attempt is beinc made to set up a Joint Industrie Council for the North of Eng. land.

Transport and General Workers Union regional officer Geoff Eggleston has asked Road Haulage Association Northern area secretary Denis Le Conte to arrange a meeting at which the Union will press again for a JIC to be established.

Mr Eggleston told CM that the Union wants to test the water fot employers` attitude towards a JIC before submitting a wage claim for haulage drivers. "I want to try and be as conciliatory as possible," he said.

He said he believed that recent RHA moves to strengthen its regional wage negotiating structure, rather than to press for a return to national wage negotiations, suggested that employers might look more favourably upon a JIC.

A regional conference of six Northern region delegates representing around 10,000 haulage drivers agreed to put their weight behind the JIC last week, saying that the existence of a formal negotiating body would mean that both sides could continue to discuss points at issue.

Mr Le Conte said that Mr Eggleston's request would be put to Tyneside sub-area members on Monday, next week, and he said he anticipated that the two sides will meet before the end of the month.

He was less confident however, about his members' willingness to form a JIC, and added, somewhat ominously: "I feel that many of my members might resign from the RHA if a JIC was set up. People here just aren't trades union minded."

The existing arrangmeents satisfy most members, he said.

On the other hand, Mr Eggleston said that Teesside members, who had guarded their existing local structure jealously, have indicated their willingness to join a JIC for the whole region if it can be established.
