• As predicted (CM 21-27 September), the Palmer Report on Traffic Areas proposes that the Vehicle Inspectorate and Traffic Examiners should be combined into a single enforcement agency.
Changes to traffic areas would mainly be to move work out of London, and to amalgamate offices "that would otherwise be too small".
The report also proposes legislation to allow Traffic Commissioners to set lower penalties for operators found to have provided unregistered or unreliable services, and says that the Bus and Coach Council should be asked to draw up a code of practice on user complaints.
The Department of Transport has circulated the report to interested organisations, with a deadline of 30 November for comments.
