Which of the following most accurately describes the problem?

• South Yorkshire traffic police are warning hauliers who regularly use Woodall Services on the Ml to stop parking on the hard shoulders of the exit roads.

Steve Marshall, operating head of the unit, has contacted CM to publicise the problem. He reports that drivers who mistakenly think the services are full are parking on the hard shoulder to take their 45-minute breaks. This practice has become such a problem that in future police will issue fixed. penalty notices to any drivers caught there. "We have to keep the area clear to allow emergency services to get through in the event of an accident," Marshall explains.

He says drivers should be aware they can often get into the truck parking area from around the back or can park in lay-bys at Junctions 30 and 31.
