• North Western Licensing Authority Martin Albu has decided to allow Gerard Kitchen to continue operating as an owner-driver, although he felt Kitchen had forgotten everything he was told when he passed his CPC.

Kitchen, who trades as Kitchen Transport, of Darwen, Lancs with a licence for 12 vehicles, was appearing at a Manchester disciplinary inquiry.

DOT vehicle examiner Alban Jackson said that in the past five years 16 prohibition notices had been issued to Kitchen's vehicles.

On 26 October he found Kitchen's premises had been demolished. He was told Ditchfield Transport had bought all the vehicles and trailers and that Kitchen appeared to be working out of Ditchfield's premises.

Kitchen agreed there had been two prosecutions for using a vehicle without tax.

Curtailing the licence to one vehicle and two trailers, Albu said he was prepared to give him a chance until the licence expired at the end of the year.
