Which of the following most accurately describes the problem?

A TRAILER becomes a vehicle when it is attached to a tractor unit, St Helens Council's Planning Sub-committee decided when it considered an application by E. Hesketh (Rainford) Ltd, Hauliers, to use land at Church Road, Rainford for parking staff cars and other vehicles.

Councillor Tony Brown said the proposal would inevitably become a storage area which nearby residents did not want. the committee had to decide the difference between parking and storage and vehicles and trailers.

The committee decided that vehicles could be parked on the area but that trailers must not be stored there. When a trailer was attached to a lorry it could be parked because it then became a vehicle.

No refrigerated vehicles would be allowed to park overnight because of the noise and the area should be landscaped within six months.
