Which of the following most accurately describes the problem?

Transporters on B Licence AN application by Progressive Deliveries Holdings Ltd., of Coventry, for 17 car transporters on B licence, to be hired with the condition "Cars, Great Britain ", was granted at Birmingham last week.

The grant was made on the understanding that Motor Services (Coventry) Ltd. would surrender their licence for the vehicles in question. In effect this was a take-over application by the holding

company from one company within a group.

For the applicant, Mr. H. C. Simpson, said that the object of the transfer was to stop empty running, which amounted to between 1,600 to 2,000 miles a year, between the group's two depots. The existing condition on the Motor Services licence prevented them from carrying cars for export for Standard-Triumph, and Jaguar.
