Which of the following most accurately describes the problem?

THE Minister. of Transport is beim urged to bring in legislation requirim owners of commercial vehicles to provid sufficient parking space on their owl premises and use it for this purpose whet the vehicles are not employed.

The highways and transport committei of the Association of Municipal Corpora tions considers that parking space avail ability should be made a condition of thi issue of an A, B or C carrier's licence.

The approach to the Minister follow Richmond (Surrey) Borough Council' request that it should be made an offenci for commercial vehicles to be on tin highway other than for passage am repassage or the collection or delivery o goods.

According to the Council. a very tea loss of amenity is being caused by tht practice of commercial vehicle owner: making no provision for the garaging o: their vehicles and even encouraging theil drivers to take the vehicle home a nights.

One major firm of haulage contractor near Richmond was known to have giver up its garage and to have leased tht premises for other uses.

"This moment seems to the Council tc be none too early to attempt to stop thit sort of behaviour by commercial owners and they see in the licensing system fot carriers a means of doing. so ", the towr clerk had stated.

Reporting on the position, the AMC committee says that in 1962 it expressed the opinion that employers should not permit drivers to take vehicles to theil homes so as to cause a nuisance ht residential areas; also where a local authority was satisfied that adequate parking space was available provided by employers, and where necessary by themselves they should consider making orders under Section 26 of the Road Traffic Act, 1960, incorporating restrictions by reference to weight of vehicles_
