Which of the following most accurately describes the problem?

NEXT Monday, British Railways is to start carrying some commercial liner train freight in addition to the simulated loads which have been transported between London and Glasgow on experimental services for some weeks. Initially, this genuine customers' traffic will be brought into the depots by BR cartage vehicles, The Commercial Motor was told this week.

Meanwhile the Glasgow and West of Scotland council of the NUR has threatened to " black" the service starting on Monday, claiming that it is in fact "the real thing complete with depot servicing by private hauliers. BR has reiterated that initially the goods will arrive by railway vehicles, but has said that this does not alter the intention to have open terminals when the full service starts.
