• The Confederation of British Industry, the Freight Transport Association and the British Road Federation joined forces in calling for the immediate introduction of shadow tolling before the Transport Select Committee last week.

In the second of five hearings by the all-party group of MPs which form part of the Government's consultation on its discussion document Paying For Better Motorways, the trio called for immediate action to improve the UK's road infrastructure.

Shadow tolling is when private contractors receive payment from the Government for traffic using roads which they have designed, built and operate. The committee also heard a strong case for introducing rebates in vehicle excise duty for LGVs when tolls are introduced from the FIA's director general David Green and executive director of transport policy Richard Turner.

After the last hearing on 25 May, at which transport secretary John MacGregor will be called as a witness, the committee will report to the DOT before it produces a white paper on motorway charging. This is understood to be scheduled for a mention in the Queen's Speech opening Parliament in November: it will probably be debated before Christmas.
