increase in international haulage permits to West Germany to 45,000 permits a year — an additional 5,000.
"This increase is welcome," says Bottomley, "and will benefit our hauliers, but it is still not enough. Permit quotas distort free competition, cause unnecessary delays and higher costs to our industry. All quotas and permits should be abolished as quickly as possible."
The small change reflects West Germany's reluctance to allow the liberalisation of international road transport in the European Community before harmonisation.
