Which of the following most accurately describes the problem?

THE BRITISH Road Federation has urged the construction of the full interchange at the junction of the M42/M5.

The interchange would provide a continuous motorway route, benefiting communciations between the West and East Midlands and the South West and North West of England, the BRF said.

An interchange would provide environmental benefits to those living on the A38, the BRF added. Shorter journey trnes would come from less stop/start traffic.

If accepted, the interchange would cost about £15.5m and take between one and two years to complete.
