Which of the following most accurately describes the problem?

IN granting counter applications by Central Scottish and Strathclyde PTE for services into the Whitehills housing development in the East Kilbride new town, the Scottish Traffic Commissioners have made what they describe as a "Solomonic decision" in the hope it will provoke the operators into getting together (CM May 5).

The Commissioners have granted the Central applications with immediate effect but have delayed the granting of the Strathclyde applications until August 1.

They said that on the criteria laid down by Parliament they could not refuse both applications since no-one had convinced them that either was against the interests of the public.

The Commissioners concluded that Central was in a position to implement its proposal quickly at the expense of fewer additional resources than the PTE proposal involved.
