A You are permitted to carry only those goods named in your licence. Carrying surplus from a building site to a private site is not road and building material.

If the excavated material were being transported to make up ground for construction work this would then come into the category of building materials, Should you wish to carry out this type of operation it would be advisable to apply for a variation of your existing B licence conditions to include excavated materials from sites to tips.
