Which of the following most accurately describes the problem?

ANOTHER local authority has privatised its refuse collection service, with projected savings of £1.5m over five years.

Pritchard Industrial Services is taking over Bath City Council's service on May 1, having competed against 11 other companies and Bath's own direct labour service.

All domestic and trade refuse collection and street cleaning will be taken over, and Pritchard anticipates offering jobs to 52 of the council's workers. It is buying vehicles and equipment from Bath and will rent depots from the council.

Pritchard already has a contract for garden maintenance in the London Borough of Wandsworth and for refuse collection in South Oxfordshire.
