Which of the following most accurately describes the problem?

THE Yorkshire Traffic Commissioners have criticized the North Riding County Council for its ambivalent attitude to a heavy traffic route in the Whitby area, and is to recommend to the Minister of Transport that a winter limited train service for workers and schoolchildren should be operated as far as Goathland on the Whitby-Pickering line, due for closure very shortly.

Whitby Rural Council has been notified of the Commissioners' findings in regard to the two road operators in the area—the main United Automobile Services Ltd. and the West Yorkshire Road Car Co. Ltd., which is in joint operation with United on the 91 service to the West Riding over the Whitby/Pickering moors.

With the closure also of the WhitbyScarborough rail service, and to give e bus service to operate via Robin Hood's Bay, the Commissioners have rejected the proposed route via Sledgates from Robin Hood's Bay, and insist that service buses return to Hawsker before proceeding either to Scarborough or Whitby.

They noted that a North Riding County Council representative described the route via Sledgates as " dangerous and stated: "If this is the case, the Com missioners cannot understand why the county council has not taken powers to restrict heavy traffic over this route. It is within the knowledge of the Commissioners that the Sledgates route is a popular one for private party and excursions operating during the summer months."

The -Commissioners added that they had personally inspected all route S concerned, and noted that goods vehicles of at least 10 tons weight were using the Sledgates route into Fylingthorpe and Robin Hood's Bay.

" It would appear ", they said, " that the County Council has one standard for road stage carriage services, and a different one for coach excursions and goods road services."
