PIA TRAILER with an A licence cannot be used with a B-licensed tractor. This opinion was expressed by the Transport [Appeal] Tribunal last Friday, when Mr. M. McKenna, West Derby, Liverpool, appealed against a condition imposed by the North Western Licensing Authority that a vehicle of 3 tons 18 cwt., substituted for one of 2 tons 15 cwt., could not be used

to draw a trailer, Respondents were Mr. W. Reynolds, Jnr.. Grieve Haulage Co., Ltd., and Messrs. J. W. Walker and Sons, all of Liverpool.

For the appellant, Mr. E. A. Whitehead said that although the condition did not affect Mr. McKenna's business at the moment, it might do so later if he wished to run an articulated vehicle. Mr. J. E. Jones, for the respondents, said that the appellant had received all he had sought and was not adversely affected by the condition.

"The object of the condition," he stated, "was to prevent him adding the carrying capacity of a trailer to the carrying capacity of the substituted vehicle."

The president, Mr. N. L. Macaskie, QC., said that if the Divisional Court were to decide that an A-licensed trailer could be drawn by a B-licensed tractor, the Authority's decision to impose the condition would be strengthened. The appeal failed.

CHEAP RAIL FISH RATE THE railways have introduced an all inclusive through rate from Hull to London docks for Hull fish exporters. The reduced rates apply to consignments of 5 and 10 tons, charges covering not only carriage from Hull to London but also transport across London to the docks, the payment of port charges and the provision of refrigerated containers. The British Transport Commission hope that the special rates will induce fish exporIcrs to use rail services instead of road.
