Which of the following most accurately describes the problem?

THE GOVERNMENT could soon come under pressure to ensure that regional council subisidies towards the Scottish Bus Group are tax-free. The call for action was made last week by Central Region transport subcommittee chairman Robert Ball.

Mr Ball said; "Scottish local authorities paid over am in subsidies last year, mainly through bus service subsidies, but such a lot of this went towards meeting the profit target rather than to the users of the services.

He added: "It is disconcerting to see that £4.4m disappeared in corporation tax. It's just another way of the Government taking money from local authorities. The whole thing is a rip-off. The SBG. made a profit last year of £7.4m"
