ARegulation 95 of the Motor Vehicles
(Construction and Use) Regulations 1966 No. 1288 lays down that no person shall cause or permit any motor vehicle to be on the road which is not attended by a person duly licensed to drive unless the engine is stopped and the brakes are applied.
But these requirements as to the stopping of the engine do not apply to a fire brigade vehicle while being used for any fire-fighting purpose and also to vehicles propelled by gas produced in plant carried on the vehicle or on a trailer drawn by the vehicle. On April 30 this year the Motor Vehicles (Construction and Use) (Amendment) (No. 3) Regulations 1968 also exempted police and ambulance vehicles from the prohibition against an unattended vehicle having its engine running so providing uniform treatment to "emergency service" vehicles.
