Which of the following most accurately describes the problem?

J. E. G.' Smith, 37, has been appointed by the Institute of Transport to its newly-created post of director of education and training. The post has been created in recognition of the increasing weight attaching to education and training in industry. Mr. Smith, who is at present director of studies at the British Transport Docks Board Staff College, will take up his duties on September 9, 1968. His first task will be to assist in the final stages of the review of the Institute's examination scheme which is being undertaken by a special committee of the council. When the major review now being undertaken is completed, Mr. Smith will be responsible for the administration of the examinations, for which there are each year some 2,000 entries. He will liaise with universities, technical colleges and other educational bodies including the Department of Education and Science and with the training Boards, the transport undertakings and the trade associations.
