Which of the following most accurately describes the problem?

• Transport Minister Mr. Richard Marsh this week asked for the co-operation of local councils in setting up the first four Passenger Transport Authorities. Letters to the local authorities in the four areas—Lancashire and Cheshire; the West Midlands; Merseyside; and Tyneside—started off the informal discussions which the Minister is holding before deciding on final details of the PTAs. Mr. Marsh is trying to cut down the time which will have to be spent on the preliminary steps. The Transport Bill says that each Passenger Transport Area is to be designated by a statutory order, and beforehand the Minister has to consult every local authority affected and all those nearby.

So that he can begin this consultation as soon as the Bill becomes law, Mr. Marsh wants to start on the basis of a draft, taking into account all the transport and other relevant information available and the views of the local authorities. As a preliminary to the formal consultation he is now seeking the comments of councils.

Mr. Marsh points out that not every council will be able to appoint a member to its local Authority.
