Which of the following most accurately describes the problem?

• The construction of a £12m international railfreight terminal at Cardiff is due to be9in next spring: the first freight trains should be running by the summer of 1998.

The 26-acre site at Wentloog is backed by Cardiff County Council, It will compete with the newly privatised Freightliners rail freight container terminal a few miles away. The council hopes it will encourage more freight off road and on to the railways. Councillor John Smith, chair of Cardiff County Council economic development committee, says: "This will allow freight to be delivered to Paris within 18 hours and will help Wales compete successfully with other areas of the UK for inward investment." The terminal will handle trains up to 750m long.
