Which of the following most accurately describes the problem?

THE staggering of working hours for industry

and commercial concerns and the integration of road and rail services have been recommended by a study group of the Northern Economic Planning Council, which has made a six-month study of Tyneside's traffic problem. The report has been sent to the Minister of Transport and was compiled by a group consisting of town planners, traffic and transport experts.

It is stressed that unless action is taken, Tyneside will, in a few years' time, face the same problems now being experienced in London. The staggering of working hours would be the biggest single factor in improving road passenger transport services and it is suggested that if this could not be brought about with the goodwill of trade unions, it should be introduced compulsorily.

The report said that inquiries had shown that many people used private cars because buses were infrequent, took longer and were inconvenient and railway stations were too far away.
