Which of the following most accurately describes the problem?

THE Luton Corporation transport under' taking, £33,118 "in the red" in the year just ended, is to reduce its fleet of doubledeck town buses from 81 to 68, and will make economies in its services in an attempt to avoid application for an increase in fares. Five one-man buses are to be put into service next February. Reinstitution of a 3d. minimum is being requested and a fare scale in units of Id. is being considered following customer resistance to fares rising in units of 2d.

A big loss on the current year is still anticipated and an estimated deficit of £27,000 has been approved by the county borough council. It will take the total deficit of the undertaking to £116,000.
