Which of the following most accurately describes the problem?

A MIXTURE of concrete and plastics rt by which light, strong and durable slabs for the laying of roads can be made has been developed in Germany. It is proposed that such prefabricated slabs could be placed on the flanges of beams laid along the line of a highway route. The cost of road construction by this method would be half that of conventional means, it is claimed.

In case of damage, a slab would be comparatively easy to replace, and mains running below the surface would be readily accessible.

The German Federal Institute for Road Construction have reported that the• material has "astonishing stability."

An additional advantage is that its surface has high skid resistance.
