Encouraged by compulsory competitive tendering, municipal transport is probably the only area of growth in the transport industry, he says, with major companies like Wincanton, Ryder, TNT, NFC and Transfleet taking on specialist municipal managers and vehicles to win contracts.
But Doddington criticises councils for establishing tenders to suit their own ability to respond. He predicts that the Department of Environment will overturn a UK council's decision to award a contract inhouse and give it to a private contractor, for the first time this year.
