Which of the following most accurately describes the problem?

• West Yorkshire's new public transport company will fight competitors by operating a low-cost, low-fares policy.

West Yorkshire PTE director-general Bill Cottham, who will be managing director of the new, as yet un-named company, has announced a three-point plan for its operations.

It will keep fares as low as possible, will develop a comprehensive network of commercial routes (it has registered around 75 per cent of its present network) and increase efficiency by a substantial programme of costcutting.

It will close the PTE workshop in Thornbury, Bradford and adopt its modernised Kirkstall workshop in Leeds as a central workshop.

Its operations in Leeds will be concentrated on three garages, enabling two, at Sovereign Street and Middleton, to be closed.

The 1,050-strong bus fleet is expected to be reduced by around 200 vehicles in line with the proposed changes.

The West Yorkshire Passenger Transport Authority, which has 22 members from five district councils, is committed to providing a comprehensive and integrated bus network with the present PTE prepaid and concessionary tickets remaining on subsidised services.

It still hopes that funds will be available to progress plans for the proposed Bradford trolleybus system.
