Which of the following most accurately describes the problem?

EACH of 13 major London bus routes 1—+ is to be halved on October 16, so that fewer buses need cross the congested central area from one side to the other. Instead, vehicles will arrive at the centre and turn round. Most passengers will be unaffected, as they use the buses only to travel to and from the centre, rather than to cross London, but for the benefit of through passengers there will be an overlap of sections of route.

As vehicles will not have to negotiate so much heavy traffic, the services in the outer areas to which, at present buses run after crossing London, should be improved. There will be no reductions in service on any section.
