Which of the following most accurately describes the problem?

• A high-security lorry park, complete with drivers' accommodation, cafeteria and vehicle servicing facilities was opened last week in Perth by the City's Lord Provost.

The lorry park is the result of co-operation between Esso, which designed the complex, Perth Town Council, and Angus Milling Co Ltd. The complex is situated at Edinburgh Road and is designed to accommodate 100 goods vehicles and has a 24-hour guard and automatic gate control at entrance and exit. The area is also floodlit at night.

The drivers' accommodation and cafeteria are run by Angus Milling.
