Which of the following most accurately describes the problem?

• New speed limits are being imposed on bridges and cross dock routes between Birkenhead and Wallasey. The speed limit on bridges is raised from 4 mph hut a 15 mph limit has been fixed on the Poulton "Penny" Bridge and 20 mph on the bridges in Duke Street and Tower Road. The latter limit also applies on roads between bridges on the dock estate.

Mr Ian Holt, town clerk of Birkenhead, said the 4 mph limit was considered unreasonable and was not observed. The new speed limits have been fixed after advice from Mersey Docks and Harbour Company engineers.
