Which of the following most accurately describes the problem?

• A circular advising local authorities on the effective measures which can be taken to deal with the problems caused by heavy lorries has been issued by the Minister for Transport Industries this week. It is described as a further step in "the Minister's continuing campaign to civilize the lorry".

The circular asks local councils to review the measures they have taken to deal with environmental problems caused by heavy lorries in their areas and reminds them of the powers available under the Road Traffic Regulation Act 1967. It also asks local authorities to report to the Minister in the next three months on the measures which they have already taken to regulate the movement and parking of heavy lorries, and by October 1 this year to let the Minister have details of their plans for future action. It emphasizes the need for consultation with all interested parties including road haulage interests.

As to the weight of lorries involved, the DoE is pointing out that 3 tons unladen is not necessarily the right limit for all time or in all circumstances, and some flexibility is needed but for the present it is a useful starting point for consideration.
