A STAFFS OPERATOR, Mr Harry Rouse!! of Stokes Avenue, Tipton, had his 0licence authorisation reduced from four vehicles and two trailers to one vehicle at Birmingham last week.

He had broken the conditions of his licence by failing to keep inspection records and had not .appeared when called to a public inquiry for consideration of revocation, curtailment or suspension of the licence.

Mr Rouse11 was told by the LA, Mr A. A. Crabtree, that it was only the fact that the only vehicle at present in use was in good condition that had prevented him from losing his livelihood.

Earlier, Mr Crabtree said that when Mr Rouse11 failed to attend the previous inquiry the deputy LA curtailed the licence by one vehicle and the margin of two vehicles and two trailers, leaving one vehicle, which was to be suspended for one month. This decision was held over after the operator contacted his office claiming he knew nothing of the inquiry.

Evidence was given by a vehicle examiner that he visited the Tipton premises in February and saw two vehicles, one of which was undergoing major overhaul. The vehicle in use was in good condition but no inspection records had been kept although it was said these were carried out at every 4,000 miles. The workshop was small and only half a large vehicle could be accommodated, but there were sufficient tools and the premises were just about adequate for the number of vehicles authorised.

Mr RouseII said that originally he employed a mechanic and operated four vehicles, but the fleet had been reduced and he now looked after the vehicles himself and kept them in good condition.

Admitting he had been warned about a failure to keep records in 1971 and that he had received a copy of the DoE booklet A Guide to Licensing, he added that he had started keeping RHA-type records following the examiner's February visit.

Suspending the second specified vehicle for three months the LA warned that if Mr RouseIl came before him again he could lose his licence altogether.
