BI( the Motor Vehicles (Construction and Use) (Amendment) Regulations, 1947, dated June 25, pedestrian-controlled vehicles on pneumatic tyres not constructed or adapted for the carriage of ' driver of passenger are excluded from the requirement under Regulation 8 of the principal Regulations, that suitable and sufficient springs must be provided between each wheel ahd the frame of a vehicle.
