Which of the following most accurately describes the problem?

THE Rural Council of Hexham, Northumberland, has been informed by the Ministry of Transport that its representations for assistance for country bus services have been "carefully noted".

While not promising any immediate action the Ministry pointed out that rural bus services were already receiving help.

The operators of these services had been relieved of the 6d. extra fuel duty imposed by the 1964 Budget; the industry was exempt from the general rise in vehicle excise duty in last year's Budget and continued to enjoy the favourable excise rate introduced in 1959.
