Which of the following most accurately describes the problem?

WHEN a delegation from the Road Haulage " Association met officials of the Prices and Incomes Board last month, the impression was given that the final report on road haulage had already been completed and that RHA views were unlikely to have any influence upon it. This was reported to the national council by Mr. P. H. R. Turner, a vice-chairman.

Despite this, the report—promised at the time when the Board's first report on rates appeared— is unlikely to appear for a week or two yet.
