Which of the following most accurately describes the problem?

Germany is pushing hard to secure its place in the commercial-motor branch of the industry. In respect of priority, Germany gave the lead to the world in the adaptation of internal-combustion motors for business purposes, though it was soon outstripped by France in point of rapid application, and by Great Britain in the steam sections. It is official Germany—which means so much, if not everything, to the Teuton—that is pushing to-day. Our well-informed Berlin correspondent, who is himself a Londoner by birth and upbringing, has borne testimony to this activity for some time, and more particularly during the past year. The German War Office, as was reported in our columns on the 28th May last, provides constructional premiums as high as £200 per machine, and -annual subsidies as high as 45o per machine, and an order has now been placed with each of the seven firms which gained the Government's subvention-plaque during the trials of two months ago. Were flirther evidence of Germany's intention to encourage the USE of commercial motors required, it is found in the extensive trials which are to be held during the month of May, and here, again, the prospect of State purchases will be a strong supporting factor and incentive.

Our references to these efforts must not be misunderstood. We do not question the ability of British manufacturers to hold their own ; we desire that they shall he alive to the fact that, at a time when official Germany is doing all it can to aid commercial 'motors, with a view to the advancement of both home and foreign trade, official England, in the shape of the War Office and other Departments of the State, does not see its way clear to more than experiment at the expense of the industry.
