Which of the following most accurately describes the problem?

A WEST CUMBERLAND haulier, riJohn Scott, who had built up a successful business with six vehicles in 10 years at Arlecdon, appealed at a Ministry ,of Local Government inquiry last week against the refusal of Ennerdale Rural Council to allow development of land in the village to provide garage accommodation for his fleet.

He told the inspector, Mr. P. H. Winter: "Where I have to park my lorries now, I'm getting sued for damages." The garage would stand behind property he owned and allow him to put all his vehicles under cover. One in particular had to stand in the open, sometimes from Friday night until Sunday night, with goods worth up to £3,000 on it.

A Cumberland County Council solicitor said that grounds for the refusal were the close proximity to houses, restricted visibility to the point of access to the main road; other sites were more suitable and not a nuisance to people in the neighbourhood.

The inspector said he would visit the_ site and then closed the inquiry. He will make a. report to the Minister.
