Which of the following most accurately describes the problem?

/ The European Commission has no intention of harmonising rules and restrictions imposed by individual member states on the movement of lorries at night.

The issue was raised by Euro MP George Patterson who pointed out current disparities between national regulations on the movement of lorries at night and at weekends. "Does the Commission not consider this will be an obstacle to free movement of goods after 1992?" asked Patterson.

Transport Commissioner Karel van Miert told him that many of the restrictions were the responsibility of local authorities and were intended to protect the local environment and road safety.

Harmonisation would mean that some areas would be forced to abolish bans while others would have to start them.

The differing public holidays in member states would also cause problems with restrictions, he said.
