Which of the following most accurately describes the problem?

I've been having some odd encounters on the road recently. First, a Co-op milk float whose offside front wheel collapsed in Sidcup High Street, causing it to swing across the road and form a very Belfast-looking street barrier. Then a tipper sitting in front of me at Eltham traffic lights, its driver revving and roaring in the obvious hope of beating the car alongside to a getaway when the lights changed. When the lights did change, he let in the clutch so fiercely that he deposited a whole battered silencer box and a chunk of exhaust pipe on the road. Not only that, but he ran over this, making a deafening noise, and then departed without stopping, leaving a haze of blue exhaust and a double line of cars frantically dodging the battered remnants in the road.

Gives a great boost to the transport industry's image, doesn't it I wonder how many clean, neat, well-maintained vehicles it takes to wipe that picture clean in the public mind?
