• The Institution of Civil Engineers (ICE) has suggested that Scotland should consider more opportunities for road charging as a way to fund road investment. In its State of the Nation Transport report for 2013, ICE said that money from fuel duty and vehicle tax is not being reinvested directly into the road network and suggested either flat-fee or pay-as-you-go charging should be explored further.
