Which of the following most accurately describes the problem?

Commenting on the Ministerial changes, the Road Haulage Association says: "While wishing Mr. Fred Mulley every success in his new appointment, the Association regrets that as a result of the Government changes the Minister of Transport is no longer a member of the Cabinet. Such a key post in the economy demands direct representation at the highest Government level.

"Hauliers will watch with interest the results of combining regional planning and transport under the control of Mr, Anthony Crosland. The change is welcome if it means that greater priority than in the past will be given not only to road building and maintenance but also to

provision of space for parking vehicles, for vehicle maintenance, for the proper accommodation of drivers who have to spend the night away from home, and for other facilities essential to the road transport industry."

The Freight Transport Association told CM that although it understood the logic in bringing transport and regional planning closer together, it nevertheless deplored the fact that after 11 years the MoT was no longer a Cabinet Ministry.
